Exceptions to the Rule

As a senior officer and a president of 3 military academies, I gave my staff authority to disobey our rules and policies when common sense led them to believe that circumstances at the time dictated a different approach. Little did I know that Elling and Morison had said so much sooner, “The executive exists to make sensible exception to general rules.”
